The main reason that people use SIPPS is that they offer greater investment flexibility. That is, they give you access to a wider range of investment types and investment managers. With personal pensions, your choice is usually limited to managed funds, whereas under SIPPs you could also invest directly into shares and even commercial property (e.g. offices, warehouses, etc.)
